£15.75m Welsh Government funding to support unpaid carers announced

Carers Trust Wales welcomes the announcement today that the Welsh Government has confirmed a significant investment of £15.75m over the next three years to continue two vital schemes supporting unpaid carers, the Short Breaks Scheme and Carers Support Fund, until March 2029.

These two vital schemes, both coordinated by Carers Trust Wales, have already made a significant difference to the lives of unpaid carers across Wales.

The Short Breaks Scheme, launched in 2022, is on track to support 50,000 unpaid carers by March 2026 — offering access to overnight breaks, group activities, and small grants that allow carers to take time for themselves and recharge.

The Carers Support Fund provides support to unpaid carers who are facing financial hardships, particularly due to the rising cost of living. To date, it has distributed over £4 million in grants, helping more than 29,000 carers to afford essential items and access vital services.

Minister for Children and Social Care, Dawn Bowden said: "This announcement demonstrates our commitment to unpaid carers who play a vital role in communities throughout Wales.

“The Short Breaks Scheme and Carers Support Fund have proven their worth time and again including reaching carers who need support but were previously not known to services.

Kate Cubbage, Director of Carers Trust Wales, said:

“Unpaid carers are vital to sustaining our health and social care system providing much needed and valued support within families and communities across Wales.

“We know that good care is supported care. Too often carers tell us that they are left to care alone without the right support to look after themselves or to do other things that matter to them. Many reaching out for support when they hit crisis point.

“Confirmation of multi-year Welsh Government funding for the Carers Support Fund and National Short Breaks Scheme provides much needed investment in the services that are best placed to be there for carers when they need it most.”  Kate continues, “Together, they will give a lifeline to tens of thousands of carers giving them much-needed opportunities to rest and recharge and offering urgent financial help to those making the difficult choice between heating and eating.

“Welsh Government’s long-term investment provides much-needed stability and certainty, not only for carers, but also for the local organisations working tirelessly to support them. This funding announcement is an important recognition of the valuable role carers play and the importance of prioritising support for them.”

Cyllid gwerth £15.75m gan Lywodraeth Cymru i helpu gofalwyr di-dâl

Mae Ymddiriedolaeth Gofalwyr Cymru yn croesawu'r cyhoeddiad heddiw y bydd Llywodraeth Cymru wedi cadarnhau buddsoddiad sylweddol o £15.75m dros y tair blynedd nesaf i barhau â dau gynllun hanfodol sy'n cefnogi gofalwyr di-dâl, Cynllun Seibiant Byr a'r Cronfa Cymorth Ofalwyr, tan fis Mawrth 2029.

Mae'r ddau gynllun hanfodol hyn, sydd ill dau yn cael eu cydlynu gan Ymddiriedolaeth Gofalwyr Cymru, eisoes wedi gwneud gwahaniaeth sylweddol i fywydau gofalwyr di-dâl ar hyd a lled Cymru.

Mae'r Cynllun Seibiant Byr, a lansiwyd yn 2022, ar y trywydd iawn i gefnogi 50,000 o ofalwyr di-dâl erbyn mis Mawrth 2026 – drwy gynnig mynediad at seibiant dros nos, gweithgareddau grŵp, a grantiau bach sy'n galluogi gofalwyr i gymryd amser iddyn nhw eu hunain a chael eu cefn atynt.

Mae'r Gronfa Gymorth i Ofalwyr yn darparu cymorth i ofalwyr di-dâl sy'n wynebu caledi ariannol, yn enwedig oherwydd costau byw cynyddol. Hyd yma, mae wedi dosbarthu dros £4 miliwn mewn grantiau, gan helpu dros 29,000 o ofalwyr i fforddio eitemau hanfodol a chael gafael ar wasanaethau hollbwysig.

Dywedodd y Gweinidog Plant a Gofal Cymdeithasol, Dawn Bowden: "Mae'r cyhoeddiad hwn yn dangos ein hymrwymiad i ofalwyr di-dâl sy'n chwarae rhan hanfodol mewn cymunedau ledled Cymru.

“Mae'r Cynllun Seibiant Byr a'r Gronfa Gymorth i Ofalwyr wedi profi eu gwerth dro ar ôl tro gan gynnwys cyrraedd gofalwyr y mae arnyn nhw angen cymorth ond nad oeddent yn hysbys i wasanaethau o'r blaen.

“Dydy'r cynlluniau hyn ddim yn ymwneud â darparu seibiant a chymorth ariannol yn unig – maen nhw'n ymwneud â chydnabod y cyfraniad amhrisiadwy y mae gofalwyr yn ei wneud i'n cymdeithas a sicrhau bod ganddyn nhw'r cymorth i ofalu am eu llesiant eu hunain yr un pryd â gofalu am eraill."

Dywedodd Kate Cubbage, Cyfarwyddwr Ymddiriedolaeth Gofalwyr Cymru:

“Mae gofalwyr di-dâl yn hanfodol i gynnal ein system iechyd a gofal cymdeithasol, a hwythau’n darparu cefnogaeth werthfawr ac angenrheidiol mewn teuluoedd a chymunedau ym mhob cwr o Gymru.

“Rydyn ni’n gwybod mai gofal â chymorth sy’n arwain at ofal da. Yn rhy aml, mae gofalwyr yn dweud wrthym ni eu bod yn cael eu gadael i ofalu ar eu pen eu hunain, heb y cymorth priodol i ofalu amdanyn nhw eu hunain neu i wneud pethau eraill sy'n bwysig iddyn nhw. Mae llawer yn gofyn am gymorth ar ôl iddi fynd yn argyfwng.

“Mae’r cyllid aml-flwyddyn sydd wedi'i gadarnhau gan Lywodraeth Cymru ar gyfer y Gronfa Gymorth i Ofalwyr a'r Cynllun Seibiant Byr Cenedlaethol yn fuddsoddiad angenrheidiol yn y gwasanaethau hynny sydd yn y sefyllfa orau i fod yno i ofalwyr pan fo’i angen fwyaf.”  Mae Kate yn mynd yn ei blaen i ddweud, “Gyda'i gilydd, byddan nhw'n rhoi achubiaeth i ddegau o filoedd o ofalwyr, gan roi cyfleoedd hollbwysig iddyn nhw orffwys a chael eu cefn atynt, a chynnig cymorth ariannol brys i'r rhai sy'n gorfod gwneud y dewis anodd rhwng gwresogi a bwyta.

“Mae buddsoddiad hirdymor Llywodraeth Cymru yn rhoi sefydlogrwydd a sicrwydd mawr ei angen, nid yn unig i ofalwyr, ond hefyd i'r sefydliadau lleol sy'n gweithio'n ddiflino i'w cefnogi. “Mae cyhoeddi’r cyllid hwn yn gydnabyddiaeth bwysig o'r rôl werthfawr y mae gofalwyr yn ei chwarae, a pha mor bwysig yw blaenoriaethu cymorth ar eu cyfer."
