Breaking through the barriers: Policy paper 2023

Overcoming barriers to work and opportunity

Ahead of the Autumn Statement 2023, Carers Trust worked with nine other organisation and have published a discussion paper that explored the issues faced by people with complex barriers to employment, including unpaid carers.

The paper puts forward a number of recommendations that will build better systems to alleviate barriers to work and opportunity to marginalised groups including unpaid carers.

In our paper, we’ve put forward numerous policy suggestions that would help different group to overcome their barriers to work. Many could be implemented quickly and have an immediate impact. Other changes we believe could be truly transformative with the right commitment.

For unpaid carers changes would include:

  • More specialist employment support,
  • Reforming Carer’s Allowance and
  • A Carer Lead in every job centre

Alongside our partners, and ahead of the Autumn Statement, Carers Trust has also signed an open letter to the Chancellor the the Secretary of State for Work and Pensions setting out some of these solutions, and highlighting the risks of getting it wrong.
